Her more than four decades at the Rutgers Center of Alcohol and Substance Use Studies (CAS) shaped generations of professionals, influenced policy and prevention efforts, and helped solidify alcohol studies as an academically rigorous, globally recognized discipline. A scholar, educator, administrator, mentor, and international ambassador for evidence\u2011based addiction work, Milgram symbolizes the merging of research, training, and service that defined early alcohol studies and carried it into the 21st century.<\/p>\n<h4>Biosketch: The First Steps<\/h4>\n<p>Born in South Amboy, New Jersey, Milgram remained a \u201cJersey girl through and through,\u201d as her <a href=\"https:\/\/obits.nj.com\/us\/obituaries\/starledger\/name\/gail-milgram-obituary?id=52436350\">obituary<\/a> noted. She attended St. Mary\u2019s High School and Georgian Court University before earning both her master\u2019s and doctorate in education from Rutgers University. Her academic path, however, did not start with addiction studies. As she recounted in her <a href=\"https:\/\/deriu82xba14l.cloudfront.net\/file\/1055\/2011-Dr.-Gail-Milgram-v2.pdf\">interview with William White<\/a>, her doctoral committee steered her away from researching adolescent sexuality toward a topic more feasible to study, ultimately leading her to the newly relocated Rutgers CAS, which had recently moved from Yale. Milgram in 1980<\/i><\/figcaption><\/figure>\n<p>Milgram began part\u2011time work at the Center in 1971 under the mentorship of legendary figures such as <a href=\"https:\/\/alcoholstudies.libraries.rutgers.edu\/notable-people\/Bacon\">Selden Bacon<\/a> and <a href=\"https:\/\/alcoholstudies.libraries.rutgers.edu\/notable-people\/Keller\">Mark Keller<\/a>. She contributed first to the documentation of alcohol education materials, an extension of Mark Keller\u2019s influential <a href=\"https:\/\/alcoholstudies.libraries.rutgers.edu\/special-collections\/caaal\">CAAAL<\/a> system, and eventually published multiple annotated bibliographies considered foundational to the field.<\/p>\n<p>As the Center evolved, so did her career. By the early 1980s, she became Director of Education and Training, overseeing the <a href=\"https:\/\/alcoholstudies.libraries.rutgers.edu\/summer-school\">Summer School of Alcohol Studies<\/a> (SSAS), the program with which her name would become nearly synonymous at Rutgers. Under her leadership, the SSAS served as a central training ground for addiction counselors, nurses, psychologists, medical students, clergy, and policymakers. For decades, its residential, immersive model fostered intellectual exchange, professional camaraderie, and the dissemination of new scientific knowledge. Under her leadership, the Summer Schools attracted professionals from around the globe, underscoring her wide influence.<\/p>\n<p>Her role was not simply administrative. Milgram was deeply involved in curriculum development, recruitment of faculty, expansion of new course areas, and the integration of alcohol and drug studies at a time when the fields were merging. Beginning in the late 1980s, she helped bring the Rutgers training model to Israel, Denmark, Russia, China, and Australia. These initiatives allowed cross\u2011cultural exchange on addiction treatment philosophies, prevention strategies, and policy challenges. Milgram emphasized the importance of clarifying terminology, aligning expectations, and acknowledging shared societal problems. Her ability to bridge cultural and disciplinary divides made her a respected figure in international addiction education.<\/p>\n<h4>Contributions to Scholarship and Professionalization<\/h4>\n<p>Milgram authored eight books and a multitude of articles on alcohol and substance use, prevention, and education. She also served as an editor for <em>Alcoholism Treatment Quarterly<\/em> and the <a href=\"https:\/\/www.jsad.com\/page\/about\"><em>Journal of Studies on Alcohol and Drugs<\/em><\/a>, \u00a0one of the oldest and most respected journals in the addiction field. Through these roles, she influenced not only educators and practitioners but also researchers shaping the evidence base of addiction science.<\/p>\n<p>Milgram contributed to the professionalization of addiction counseling in many ways. She advocated for national standards, greater cooperation between certifying organizations, and more accessible pathways into the field for individuals in recovery, whose lived experience she believed remained vital to treatment culture. She promoted the idea and practice of stronger addiction training within medical, legal, social work, and education programs, recognizing gaps that persist today.<\/p>\n<h4>Campus Alcohol Policy and Youth Education<\/h4>\n<p>Milgram\u2019s long\u2011standing interest in youth drinking began with her dissertation and continued throughout her career. She served on Rutgers\u2019 first Alcohol Policy Committee, helping shape innovative university policies on alcohol availability, safe events, and student and employee assistance programs as early as 1980.<\/p>\n<p>Her collaboration with David Anderson on <a href=\"https:\/\/go.rutgers.edu\/RULQS-dolzy8ts\"><em>Promising Practices: Campus Alcohol Strategies<\/em><\/a> produced key frameworks widely used by colleges nationwide. These works emphasized comprehensive, campus\u2011wide planning and remain influential in the student affairs and public health communities.<\/p>\n<h4>A Trailblazer, Mentor, and Beloved Teacher<\/h4>\n<p>To her students, Milgram was more than an academic. Testimonials from colleagues and participants describe her as \u201ca remarkable teacher, mentor, and friend\u201d whose work \u201cchanged lives across the country.\u201d She led the Johnson &amp; Johnson School Nurse Fellowship Program, training hundreds of school nurses and equipping them to address substance use in schools, another example of her deep commitment to applied education.<\/p>\n<p>Her work was recognized through numerous honors.<\/p>\n<ul>\n<li>Caron Foundation&#8217;s Award for Educational Excellence (2003)<\/li>\n<li>Rutgers Faculty Academic Service Awards (1994-2002)<\/li>\n<li>Governor&#8217;s Council on Alcoholism and Drug Abuse Research and Education Award (1991)<\/li>\n<li>Rutgers University Presidential Award for Distinguished Public Service (1988)<\/li>\n<\/ul>\n<h4>Legacy<\/h4>\n<p>Dr. Gail Milgram passed away on July 8, 2023, at the age of 81. She leaves behind not only a family who adored her, but a large professional community shaped by her leadership, wisdom, and warmth.<\/p>\n<p>Her interview closed with a reflection that perfectly summarizes her legacy: she felt \u201cblessed to have been part of this amazing field.\u201d In truth, it is the field of addiction studies that was blessed by her presence. She contributed to the Substance Abuse Librarians and Information Specialists annual conference held at Rutgers in 2014 with her keynote <span class=\"resultFull__result-text\"><a href=\"https:\/\/doi.org\/doi:10.7282\/t3-he5z-be15\"><em> The Rutgers experience: The Summer School of Alcohol Studies<\/em><\/a>. <\/span>The CAS Library recorded an oral history interview with her in 2014, too.<\/span><\/span><\/p>\n<p><span class=\"TextRun\" lang=\"EN-US\" xml:lang=\"EN-US\" data-contrast=\"auto\"><span class=\"NormalTextRun\">The Annex sublocation of the six boxes is A81D02. The boxes contain her correspondence with dignitaries of the field such as R. The show itself might not have aged well, but <span class=\"T286Pc\" data-sfc-cp=\"\" data-sfc-root=\"c\" data-sfc-cb=\"\" data-complete=\"true\">this special episode<\/span> accurately illustrates the attitudes, language, and general sentiment towards substance use disorder in the 1970s.
