{"id":589,"date":"2024-12-05T19:51:58","date_gmt":"2024-12-05T19:51:58","guid":{"rendered":"https:\/\/sites.rutgers.edu\/nurture-nj\/?p=589"},"modified":"2024-12-05T19:51:58","modified_gmt":"2024-12-05T19:51:58","slug":"rutgers-public-health-research-illustrates-rise-in-use-of-paid-family-leave-in-new-jersey","status":"publish","type":"post","link":"https:\/\/sites.rutgers.edu\/nurture-nj\/rutgers-public-health-research-illustrates-rise-in-use-of-paid-family-leave-in-new-jersey\/","title":{"rendered":"Rutgers Public Health Research Illustrates Rise in Use of Paid Family Leave in New Jersey"},"content":{"rendered":"<p><a href=\"https:\/\/www.rutgers.edu\/news\/rutgers-public-health-research-illustrates-rise-use-paid-family-leave-new-jersey\"><em>Original Story in Rutgers Today<\/em><\/a> | Written By: Michelle Edelstein, MPH<\/p>\n<h1><\/h1>\n<h5><\/h5>\n<h5><strong>The number of eligible claims and the duration of leave taken increased among both women and men following a 2019 policy expansion<\/strong><\/h5>\n<pre><\/pre>\n<p>Rutgers School of Public Health research found that New Jersey\u2019s expansion of the Family Leave Insurance program in 2019 and 2020 was associated with a sharp increase in the use of family leave benefits among state residents.<\/p>\n<p>Both the number of eligible claims and the duration of leave taken increased after the policy expansion among both women and men.The<strong>\u00a0<\/strong>findings are based on an analysis of trends in the use of paid family leave benefits in New Jersey from 2014 to 2022.<\/p>\n<p>These findings are detailed in a new policy brief, \u201cProgress in Increasing Access to Paid Family Leave in New Jersey: An Evidence-Based Strategy for Improving Maternal and Infant Health,\u201d which highlights the positive impact of legislation signed by Governor Phil Murphy in\u00a0<a href=\"https:\/\/www.nj.gov\/governor\/news\/news\/562019\/approved\/20190219a.shtml\">2019<\/a>, which expanded the state\u2019s paid family leave program.<\/p>\n<p>Before the expansion, New Jersey residents were permitted to take six weeks of Family Leave Insurance to care for a newborn, with a maximum benefit of 66% of the claimant\u2019s wage. Now, residents can take up to 12 consecutive weeks of Family Leave Insurance benefits to bond with a newborn, newly adopted or newly placed foster child, and the maximum benefit was increased to 85% of wages. The legislation also added job protections and expanded eligibility to those who take leave. The legislation is part of the state government\u2019s efforts to improve maternal health through First Lady Tammy Murphy\u2019s\u00a0<a href=\"https:\/\/nurturenj.nj.gov\/\">Nurture NJ initiative<\/a>,\u00a0which seeks to\u00a0ensure equity in maternal and infant health outcomes and to reduce overall maternal and infant mortality and morbidity throughout New Jersey.<\/p>\n<blockquote>\n<p class=\"quote-title\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-595 alignright\" src=\"https:\/\/sites.rutgers.edu\/nurture-nj\/wp-content\/uploads\/sites\/1335\/2024\/12\/Screenshot-2024-12-05-at-2.41.06-PM-300x244.png\" alt=\"\" width=\"314\" height=\"255\" srcset=\"https:\/\/sites.rutgers.edu\/nurture-nj\/wp-content\/uploads\/sites\/1335\/2024\/12\/Screenshot-2024-12-05-at-2.41.06-PM-300x244.png 300w, https:\/\/sites.rutgers.edu\/nurture-nj\/wp-content\/uploads\/sites\/1335\/2024\/12\/Screenshot-2024-12-05-at-2.41.06-PM-768x625.png 768w, https:\/\/sites.rutgers.edu\/nurture-nj\/wp-content\/uploads\/sites\/1335\/2024\/12\/Screenshot-2024-12-05-at-2.41.06-PM.png 880w\" sizes=\"(max-width: 314px) 100vw, 314px\" \/><span style=\"font-size: 1rem\">Through Nurture NJ, the state has also taken additional action to raise awareness of family leave benefits, ensuring that families in New Jersey know the benefits to which they are entitled. This includes the <\/span><a style=\"font-size: 1rem;background-color: #ffffff\" href=\"https:\/\/www.nj.gov\/labor\/myleavebenefits\/worker\/maternity\/timeline-welcome.shtml\">Maternity Coverage Timeline Tool<\/a><span style=\"font-size: 1rem\">, which was developed in 2022 in collaboration between the Department of Labor and Workforce Development (DOL) and the Office of Innovation to empower parents by providing them with a personalized timeline estimate of benefit coverage periods. Paired with DOL\u2019s Access, Rights and Equity (CARE) grant program &#8212; which funds outreach, education and technical assistance programs to increase access to worker benefits and protections \u2013 family leave benefits are more in reach for New Jersey residents than ever before.<\/span><\/p>\n<p class=\"quote-title\"><span style=\"font-size: 1rem\">\u201cWe know from previous evidence that access to paid leave for pregnant women and their partners has many benefits, including supporting breastfeeding initiation and duration, increasing engagement with postpartum care and reducing the risk of postpartum depression, so seeing this large increase in access to paid leave is very positive for maternal and infant health in New Jersey,\u201d said\u00a0<\/span><a style=\"font-size: 1rem;background-color: #ffffff\" href=\"https:\/\/sph.rutgers.edu\/directory\/slawa-rokicki\">Slawa Rokicki<\/a><span style=\"font-size: 1rem\">, an assistant professor in the Department of Health Behavior, Society and Policy at the Rutgers School of Public Health who led the analysis.<\/span><\/p>\n<p class=\"quote-title\"><span style=\"font-size: 1rem\">\u201cIt is immensely rewarding that so many families in New Jersey have taken advantage of their paid family leave benefits\u00a0in order to\u00a0take care of a loved one.
