About the Learning Community
The State Noncredit Data Project Learning Community is a network interested in building the data infrastructure on noncredit education and non-degree credentials. The Learning Community holds quarterly meetings and facilitates discussion across states about their noncredit data, as well as the policies related to those data.

Advancing State Readiness: Workforce Pell Implementation & Credential Data Innovation
Monday, December 8, 2025 at 4-5pm ET/1-2pm PT
Our December learning community meeting will bring together participants and state working group leaders to explore how prepared states are for implementing Workforce Pell legislation. Amy Cable, Chief Student Affairs Officer at the Louisiana Community and Technical College System, and Paula Nissen, Director of the Institutional Research Collaborative of North Central Iowa, will lead a discussion drawing on the feedback received from states that have been participating in the state working groups. The conversation will include a discussion about what is needed for additional support, guidance, and resources moving forward. In addition, Elliot Gillerman, Senior Vice President of Strategy and Insight, and Stacey Caldwell, President and CEO from CredLens will provide an update on the national data trust for non-degree credentials and opportunities for states to engage.
