The Rutgers Cooperative Extension (RCE) Water Resources Program\u2019s experience makes us the ideal group to offer technical assistance to New Jersey\u2019s municipalities. With financial support from NJDEP, the RCE Water Resources Program has hired four (4) engineers to cover four regions of the state, namely the northeastern, central, northwestern, and southern regions. These engineers, under the direction of the RCE Extension Specialist in Water Resources, will help communities to better position themselves for funding opportunities, to begin to evaluate lasting solutions such as stormwater utilities, and to support MS4 and CSO Long-term Control Plan compliance.<\/p>\n<h2><strong>Tasks<\/strong>:<\/h2>\n<h3><u>1. Watershed Inventory Report\/MS4 Infrastructure Map<\/u><\/h3>\n<p>Audit existing digital infrastructure &amp; recommend corrections, identify drainage areas &amp; interconnections (dependent on existing data), provide guidance for private infrastructure\/facility data collection, summarize WQ impairments &amp; TMDLs, prepare maps for report<\/p>\n<h3><u>2.\u00a0\u00a0 Watershed Assessment Plan Support<\/u><\/h3>\n<p>Summarize nutrient\/pollutant loading by HUC14 through land use &amp; impervious cover analysis, estimate load reductions from existing management practices &amp; MS4 permit actions, evaluate effect of BMP\u2019s on load reduction, provide example plans for BMP\u2019s and protocol\/training to develop them<\/p>\n<h3><u>3.\u00a0 Inspection of Stormwater Management Facilities &amp; Infrastructure<\/u><\/h3>\n<p>Prepare inspection training material for stormwater facilities (inlets, catch basins, pipes &amp; outfalls), review\/correct existing inspection protocols, provide in-person field training day to inspection team<\/p>\n<h3><u>4. Illicit Discharge Detection and Elimination Program<\/u><\/h3>\n<p>Provide training on how to conduct Illicit discharge program, review &amp; correct existing procedures, provide hands-on field sampling training day<\/p>\n<h3><u>5.\u00a0 Additional MS4 Compliance<\/u><\/h3>\n<p>Evaluate the effectiveness and compliance with existing ordinances &amp;
